When checking out with a credit card, the counties for Wales are based on old county names. For instance, Conwy is not listed, but Clwyd is, which was abolished in 1996.

Kickstart doesn't ship with Welsh counties (or any UK counties for that matter). You'll need to find the module that you installed which is providing this dropdown, then report the bug there.
