1) Add Access and security keys
2) Go back to: admin/commerce/config/payment-methods/manage/commerce_payment_commerce_cybersource_sasop/edit/3
3) Note that the access and security key fields are empty - other settings are stored.

Is this intentional?

Those two fields are password fields, which Drupal doesn't understand default values for. In this case, this was a specific decision by our customer, for a situation where many people may have administrative access to their site.

We're looking at better ways to secure the information in those fields. In the interim, one option is simply to change them to text fields.
