Support COD and Big money transaction

COD can not be integrated. When cash on delivery is preferred, consumers would need to make an order at cod.alipay.com.

2. Alipay big money transaction
You need to make this service available to you before adopting massive payments and receipts.

这只是一个用户的功能, 这个支付宝之间大额转帐的权限。开通了。就可以大额转帐了。
