Problem/Motivation

Move the dashboard from https://git.drupalcode.org/project/cloud_orchestrator/-/blob/8.x/src/Con... into cloud_dashboard module within Cloud module.

The dashboard should be available without the need to enable the cloud_orchestrator profile.

This issue is to prep for a cloud_orchestrator recipe.
