After enabling the Google Closure Compiler and having it work flawlessly with a local version of the Google Closure Compiler script, I cannot any longer work administratively with panels. It breaks the loading of overlays in all panels settings pages on admin/structure/pages/... - the overlay itself will load showing a throbber, but this will spin indefinitely not loading the actual content of the overlay. Disabling Google Closure Compiler in modules brings back the ability to administratively work with the overlays in the Panels settings pages...

Thanks for the report (and the feedback that it's mostly working). I've applied a fix to another issue that I believe will also fix this one - so if you could try version 7.x-2.2 and let me know that would be great.
