Add configuration to allow per text format enabling of the IndentBlock plugin

After installation of the module the text paragraph indentation becomes enabled for all text formats using the built-in Indent plugin, because both plugins use the same buttons, provided by Indent.

Add a checkbox to the IndentBlock configuration to enable/disable the plugin for each text format individually. Set the checkbox defaul to enabled, because disabling is rather the exception to keep usability high.
