Patch ported from D7: #1866654: [D7] Remove "Skin" and "Toolbar state on startup" options from user profile

We discuss long time about this 2 options and we decide to remove it from settings in user profile - we think that webdeveloper of website should decide about this 2 options...
From now set skin and toolbar state on startup wouldn't be available in user profile.
