The problem sounds almost identical to this thread:

I can see the fieldset drop-down items (Basic setup, Security, Visibility settings, etc). However, when I click on the items, only the drop-down icon change from ">" to "v", but nothing displays in the tabs themselves.

I installed the ckeditor module 7.x-1.9, and I extracted from http://download.cksource.com/CKEditor/CKEditor/ versions 3.6.3, 3.6.4, and 3.6.5.

In firebug, there is no javascript bug.

What theme do you use ?
Please try check DEV version of CKEditor module.
Please check admin status report page if there are any errors reported.
Do you have JS & CSS files aggregation enabled in drupal settings ?

You are right: the problem is JS and CSS aggregation. I enabled these options under admin>Configuration>Development>Performance, and the profile fields behave perfectly.
