Installing all available modules is not what you want really often.
Re: "b) allowing and disallowing permissions"
IIRC, there is an example module in this package plays with the permissions administration (it describes checkall for multiple checkboxes on a table, which is something Drupal built-in SelectAll behavior does not support). I'm afraid it is not really useful, however.
If you want to enable checkall for a particular checkboxes element, you can do so using a custom module and implementing hook_form_alter(). I do not plan to add an "enable checkall everywhere" feature. It could even cause conflicts, I think.
not_Dries_Buytaert commentedCurrently, our websites have at least 76 modules installed, typically each with additional permission fields.
Ad a) After updating a module, sometimes a conflict with another module emerges. To pinpoint the conflict (bug), we often have to disable or (if that doesn't work) uninstall modules by trial-and-error (on our test-environment). Checking and unchecking modules requires most of the time involved during this procedure. So, a "(un)check all" feature WOULD be very helpful IMO. Sorry, if I am annoying by resetting the status of this feature request. :-)
Ad b) Modules (like Filter Permissions: http://drupal.org/project/filter_perms and Permission Select: http://drupal.org/project/permission_select) may also be a workaround for managing permissions.
NB: For FF (!) this add-on adds a "Populate form fields" option for webforms: http://chrispederick.com/work/web-developer/features/
So, it only checks (not: unchecks) any checkboxes on a webform.
markus_petrux commentedOk, this kind of features could be implemented as a contrib module, so we still keep the base module as little as possible. Contrib modules could be included in this package (contrib subdirectory). This approach would open the door to more contrib modules that are ready made addons that can be optionally enabled.

markus_petrux commentedIt seems I forgot to mention that I do not plan to work on this. Feel free to re-open if you wish to provide a patch as described in #3. Thanks
You can also create other modules that depend on Checkall.
