Try to remove dependency on troll module without making it barf

add a simple means of handling own list of IP addresses

I would love these features, but I would also like to have:

1. IP range support
2. protection for UID1
3. completely stand-alone, no need for other modules

I've separated out the list handling for future versions, and won't depend on troll, so this issue is fixed.
