'Assign to' permission fix and other minor fixes [#66531]

This patch fixes the error with permission for assign cases.
The patch also changes the 'p' tag in 'h3' for label 'Case Description'.

Couldn't get this to apply, probably because I'm trying to apply to v 1.68.

h3 tag would be good -- though I see drupal.org's issue tracker doesn't do this for its "Description" text/
