Need alternate way to enable and disable on a page

Problem/Motivation

Having it on by default is fine if you want to debug somethings but it's not universal. Right now it's on everywhere. We should have toggles to turn it on and off via config form of some sort or a way to turn it off on page via js toggle.

Proposed resolution

Change the permission to administer this config page.

A config form with the following options:
- turn it on and off
- turn it on for admin pages
- turn it on for all content types or specific content types
- turn it on for each type of entity?

By default maybe have it on with all options toggled to allow for max viewing and then users can turn off certain features, etc.
