Incorrect PARTing of mixed case channels.

It appears that botrules_part_channels() doesn't convert the channels list to lowercase before comparing them to the connected channels (which are being converted to lowercase). This means that any mixed case channels will constantly be disconnected every 2nd 15 second cycle by just having this module enabled.... this took me much too long to debug.
