Render the skip link using page_top [#3628750]

Thanks for a great theme.
This issue requires an update by bootstrap5 (here) and gtm I'm hoping you'll adopt.

Bootstrap5 renders its skip link right after the opening tag, but before the page_top region.

This prevents modules from placing required markup first. Google Tag Manager requires its noscript iframe immediately after . Otherwise, Google considers the installation invalid; that makes site verification fail in Google Search Console for example, fail.

I propose moving the skip link into the region with weight -100.

A related issue on the GTM module will assign its noscript iframe weight -999.
