info extension is done on purpose so subtheme won't appear in the list of themes.
You need to copy subtheme subfolder and rename number of files as per subtheme instructions: https://git.drupalcode.org/project/bootstrap4/-/blob/8.x-1.x/_SUBTHEME/R...
