That sounds like respond.js isn't loading. Can you check to see if that's being called in with the other JS files from the base theme?

Make sure you turn on CSS & JS aggregation! It's most likely just an issue of too many external resource loads.

I can look at it, I had to turn of js aggregation for a site because it was breaking flexslider for a bit. I will see if that site is having an issue too with ie.
