Block types disappear after recreating exported feature.

After RE-creating an exported feature with block types and RE-importing that elsewhere, we found that the blocks still existed, but that we couldn't create new blocks of that type. The screenshot shows why. We didn't investigate into to the code why the checkboxes aren't checked.
The putty screen at the bottom of the screenshot proves that that the checkboxes "should" be checked.
