Include New Whitelist settings in Drupal Database for BB 2.1.x

This is a request... for the upcoming 6.x-2.x version and possibly the 7.x-2.x Bad Behavior if you'll be doing one:

I had made a rudimentary effort, in my combined patch for 2.1.1, to include BB2.1's new external whitelist option in the module folder. However, apparently the new BB 2.1 series of scripts also includes a way to include the whitelist in a host's database. This should probably be implemented if possible instead of just creating the external file for it in the module's folder, if you feel so inclined. :)
