Under adminster->settings->bad behavior, I see only:

"Array[save configuration][reset to defaults]"

Obviously the actual configuration interface is broken.

Please confirm which version of the badbehaviour module is being used with Drupal 4.6. This symptom is readily duplicated by using badbehavior-cvs.tgz or badbehavior-4.7.0.tgz with Drupal 4.6. It looks like the Drupal 4.7 forms API code being used in Drupal 4.6 to me.

Concluding is was mixing a 4.7 modules with Drupal 4.6.
