Hi.
Neither beta5 or dev show up any App.
Is that because I am on a local development environment?
In other words, should the server requires a fully qualified domain name?

randallknutson commentedIn order to see apps in the apps module you need to tell it which server to connect with.
Right now you need to add a "connector" module to a server like http://drupal.org/project/levelten_apps
You can follow http://drupal.org/node/1412666 to see when this process will change in the future.
Is that what you were looking for?

jec006 commentedA little bit more information:
Generally, those using apps will use it in the context of an install profile or distro. In this case, the profile will generally provide the apps configuration to hook it up to 1 or more appservers. This is how it works in the case of things like Openpublic and Openpublish.
Apps generally need to make some level of assumption about the available configuration on your site in order to provide a more seamless experience, and thus generally they are intended to use in the context of a specific distro/profile.
