graphql-client: publish pre-release version [#3489387]

Problem/Motivation

I'm working on an Astro GraphQL starter kit that will use the graphql-client. The needs of that starter can also hopefully drive feature development for the currently bare bones graphql-client. To make this easier, I'd like to publish a pre-release version on NPM.

Proposed resolution

* Remove private: true from @drupal-api-client/graphql-client package.json
* Create a changeset
