Define Deliverables

Problem/Motivation

Publish a clearly defined set of deliverables that can be used by the Drupal Association to determine when the portion of this project funded by 'Pitchburgh' has been completed.

Proposed resolution

Early draft from proposal document:

* Creation of the API Client Contrib project
* Development of the API Client Base Class
* Completion of the Vertical Slice JSON:API Client POC
* A proposal to publish this project under the Drupal npm namespace shared with Drupal’s JavaScript maintainers.
* Substantial progress on a JSON:API Client 1.0 release. The full scope of this release will be defined, but exactly how much we believe we can * complete as a result of this funding will be determined as the project progresses.
* General scaffolding and issue definition for the GraphQL Client. Things should be at a point where contribution is possible. Early development * on this client will be used to validate the extensibility of the base class.

Remaining tasks

* Draft deliverables document. Should this be inline in this issue, or a standalone document?
* Distribute to interested parties.
