When I installed the alias module I didn't get access to any configuration until I enabled the core module "path". So I think that alias should register a dependency for path.

The line
"dependencies[] = path"
in alias.info does the trick.

This module is being discontinued. If you still need this type of functionality, please look into using the Path Redirect module.
