Creates an "Alert Message" block that, by default, will display on every page of your site. Also is controlled by an admin page that allows you to change the message as well as turn the block on and off. In other words, a content manager can turn this on and off and change the message. The message will display on every page to every logged in and anonymous user unless the block settings have been changed. This is a fairly basic module for those that want to have a basic alert message that they can turn on and off themselves easily.
