Problem/Motivation

Most ACT sites should not need queues, subscriber tracking or push infrastructure.

Proposed resolution

Keep core ACT demand-built. Provide documented write, preparation and recipient-access contracts that optional submodules can use.

Remaining tasks

Review the local implementation and extension contracts. Verify core operation with all optional submodules disabled, including rollback and concurrent rebuild protection.
