Problem/Motivation

When the comment display is set to "teaser", it shows full comments but omits the reply and other action links. This isn't visually much different than the Full view -- but it's tremendously less useful.

Steps to reproduce

View a long comment thread with "teaser" view active.

Proposed resolution

Add a CSS "clamp" to show 3 - 4 lines of text in teaser view. Selecting the title expands the full content.
