(Default) Language without URL prefix leads to unnecessary queries [#3547586]

Problem/Motivation

The default language has a path prefix of "". This creates additional admin paths in \Drupal\administration_language_negotiation\Plugin\AdministrationLanguageNegotiationCondition\Paths::evaluate

For example: "//admin", "//admin/*" etc.
