If you hover over paragraph buttons they turn white with white text.

Not able to reproduce the issue.
Can you please share the STR for the issue?

Note:-
But checked in the '8.x-1.x' version, created the paragraph by CK editor by .button class and button element. Not found any button related issue on hover and focus states.
