This module correctly changes the menu item visibility in the toolbar but breaks the admin item overview at /admin/index even for uid 1.

you can bypass this access filter if you have administrator role, by default uid 1 has administrator role and able to view all links at admin/index page, you can check your administrator role setting here /admin/config/people/accounts .

@kt2ssh: Your suggestion does not work for me. The attached screenshot was taken while logged in as uid 1 with the role administrator.

Hi Matt, this module was included as a submodule in the Admin Toolbar module, check the new release https://www.drupal.org/project/admin_toolbar/releases/8.x-1.21 to see if the problem persist and then I think that is better move this issue to the Admin Toolbar issue queue.
