Respect Block "Role specific visibility settings"

One thing I would like to see (and I haven't seen a report on this anywhere else) is the bypass of the "Role specific visibility settings" block feature. For example, if I place a block into the admin list of blocks to show, role specific visibility is ignored and blocks are displays to all users, not just individual roles.
