I have a clean install with Admin 7.x-2.0-beta3 running. When jQuery Update is enabled the administration submenu just disappears. Disabling jQuery Update fixes the problem. No other errors are showing up other then this.

+1 Same issue for me. Disabling jquery_update restores Administration submenu functionality.
