I can't regenerate activity for streams other than Visibility:Custom. If I select "Acting user" and/or "The taxonomy terms used in the node to which the action occurred, if applicable" all activity is lost when I regenerate. I can add nodes after the regeneration and the activity messages start appearing again, but all messages before the regenerate are lost.

Thanks for any help on this and let me know if there's anything I can do to help investiage this issue or if there's problems recreating this issue. I've tested in both 2.x dev and 2.0 beta and get the same behavior.

I can regenerate the activity if I select only the "The taxonomy terms used in the node to which the action occurred, if applicable" as the visibility. I found a work around other than selecting multiple values for the visibility, so this issue no longer applies to me. I think there is a bug with selecting multiple visibility values and regenerating the activity however.

I've tried regenerating activity with all the default Rules and it seems to work for me. Since this no longer applies to you and if I'm understanding your problem correctly I can't reproduce it, I'm going to mark this as a fixed support request. If it comes up again and does seem to be a persistent bug then this can be re-opened.
