Add explanation text to module page about quail folder

Hi,

after installing this module you get this message:

You must download the QUAIL jQuery library version ACCESSIBILITY_QUAIL_VERSION and install it in your libraries folder, and make sure the folder is re-named to "quail" without a version number. (Currently using QUAIL library installed QUAIL not installed)

why not place it in the project page? I looked to see how exactly I should place the quail plugin and couldn't find it, only after installing which I assumed I did wrong did I see this very usefull message. I think also adding the entire directory structure helps:

[libraries location]\quail\[zip contents (bin,config, etc)]
