YouTube API regression means remote YouTube videos need local vtt file for interactive transcript

Problem/Motivation

YouTube changed its API and no longer exposes the caption file in a way that the interactive transcript can be automatically created. Able Player released a new version 4.4.1, which this Drupal module uses since 3.x-alpha2.

Proposed resolution

Extend the remote video formatted to accept a vtt file upload as well and update the remote video template to support the transcript file being local rather than remote.
