This module depends of simplenews, and add a checkbox for terms and conditions on the simplenews form.
Based on the same model as the "Simplenews RealName" module (http://drupal.org/project/simplenews_realname).
The link to your terms and conditions page is a parameter on the module's settings page.

Hello,

I've been searching for a module with this functionality for very long time.
I think that simplenews must include this option, but if not a module like this must exist.
I'm going to try it, and I hope that you can launch a production release. For sure there are a lot of people waiting for it.

I will try to work again soon on that module if the latest version of simplenews still doesn't do that.
