Why is this a sandbox project and not a full project? Can it be made a full project?

I made it a sandbox project because the necessary patch for bot_project hasn't been approved by Morbus yet ;).
As soon as he is committing #969294: Make issue-tracking integration extensible (for Redmine) I will make thie a real project (otherwise the module itself wouldn't work).
