Expose migration status to the source

For situations in which migrate remote is used to migrate live source data to satellites from a central repository, the repository may want to be informed of the status of current migrations on its clients. This should likely be based on the same information as the migrate-status command or Drush UI screen, and exposed to Views source-side.
