This module sounds identical to http://drupal.org/project/og_subgroups . If they are the same, it would be better to join forces with og_subgroups than to create a competing module.

I am looking only for access propagation and not membership/content propagation. I'm not seeing that OG_Subgroups has that capability. I will take another look at it to see what would be involved in providing that in a patch.
