So that the site can eventually become fully moderated and administered by the community we will need a method for automatically granting privileges to users. This will likely be based on points they've amassed or other metric.

Rules integration with rep module seems the best option

Userpoints + Userpoints Roles can do this too.
Userpoints has rules integration, and is very pluggable.
