Operator-experience-focused bug-fix release for the 1.3.x track. Stepping back from rc to beta because 1.3.0-rc2 surfaced material operator-experience gaps once the install reached the actual PURGE code path for the first time on a Cloudflare-fronted, managed-LSWS environment. Resetting the soak window before re-claiming rc quality, per the same convention the 1.0.x trajectory followed.

First public beta. Provides Mautic segment + tag conditions for block visibility (and Layout Builder section visibility), a global Views filter, Twig + tokens + JavaScript API for audience-aware rendering, HMAC-validated webhook receiver, Drush sync commands, identity stitching for authenticated and anonymous visitors, and an editorial debug page at /admin/reports/mautic-audiences. Optional Klaro consent sub-module bundled. Requires the advanced_mautic_integration API client.
