For users without the "administer comments" permission, the only way to know you have comments needing approval is via the email option, or by going to the content itself. We should add an option in the admin form to have pending approvals appear as a drupal message when a user log's in. Additionally, there should be an option in the account form for the user to turn these messages on or off.
