Submitted by text doesn't use $submitted variable introduced in Drupal 7.0-rc1

#364470: Easier theming of "Submitted by author, on date" introduces an API change that affects how the "Submitted by…" text is generated for node.tpl and comment.tpl.

Zen needs to be updated to use the new API. Otherwise, contrib modules will not be able to tweak that text.
