The permission "cleanpage administer" could be set via the drupal permissions interface but the module checks the permission "cleanpager administer" (with an R after cleanpage). This causes that the administration interface doesn't show up and is also not manually accessible via /admin/settings/cleanpage.
In other words at the moment you can't set the permissions the module needs. This should be fixed because it makes the module unsuable.
