I had not been using Rotor for some time on my site (since before needing upload_element) and reactivated it today. Everything works fine except no matter where I tell it to display from the blocks page it displays at the bottom.

If I have to, I can uninstall the module and re-add it from scratch, but I would rather fix it if possible.

I cant reproduce this. Probably an issue with your theme. Try with Garland.
