form block with node creation and vertical tabs

I am trying to use Form Block for node creation.

I enabled blocks for the content type, and put the block in a panel.

I also tried the block on its own in the content area without a panel.

The node uses vertical tabs.

When I attempt to create a node, clicking a vertical tab does not direct to the new tab.

Attached is a screen shot.

I thought it had worked but I restored and had to reinstall.
