It would be great to be able to set the weight of the user role fieldset on the registration form.

This patch adds that functionality.

This patch works for 6.x-1.x-dev and 6.x-2.0-beta1.

- Also, there is no 6.x-2.x-dev based on the DRUPAL-6--2 branch as far as I can tell.

Those failing tests don't appear to be relevant as far as I can tell.

Also, you need to run update.php after applying this patch.
