When I select "Unlimited" or any number above 1 in the "Number of Values" section on the field, it still returns a single select list. Is this the intended functionality? Is there any ability to allow for multiple select _and_ an "other" option?

Yes, this is a known issue. I'm working on this in Drupal 7 at the moment.
