This is actually a CTools bug that'll be fixed in the next release. It doesn't actually do anything wrong. #889742: The plugin definition of ctools_custom_content cannot locate schema ctools_custom_content.

The bug report on ctools http://drupal.org/node/889742 is marked as fixed ! i'm still getting this error, but im using mysql ! feeds_tamper-6.x-1.0-alpha3 , ctools-6.x-1.8 , drupal-6.19 . where to fiddle ? if this error is not pg specific, it might be that the bug title should be changed ?
