"Of course", it is displayed in a different frame / http request. I don't think you'll ever be able to translate contents loaded dynamically in the overlay in the non-reloaded localization client UI. You can just right click admin links and have them open in standalone pages, which should let you translate the admin UI there.

How can we make this more intuitive? It is something natural to me because I know how the underlying overlay architecture works, but I can imagine people have the same expectations as you.

That probably would look really broken. I'd imagine issues titled "OMG, l10n_client breaks my overlay" submitted.

Dropped down the z-index to be under the overlay one, and added documentation in README.txt
