In 6.2.x version or before, it's intuitive to put a question under a already created fieldset. But in the 6-3.2 version, I could not see a way that allows me to do so? Thanks in advance for providing guidance or advice.

Add a fieldset, then drag other fields inside of it. This hasn't changed since 2.x in any way that I can tell.
